This article presents the findings of research to establish the variables that define the organizational climate. The theoretical research was oriented to the knowledge of the models of managerial skills and organizational climate. The conceptualization measurement and management skills variables that affect the organizational climate were known. The objetive of the research was to determine if management skills are the grounds for an unsatisfactory organizational climate in order to generate information to help resolve a problem in a public agency, depending on the hypothesis �minor management skills of leadership, communication, motivation, conflict management and team building, more unsatisfactory organizational climate�.
