Manejar la incertidumbre: la controversia sobre la ingeniería genética en Europa y su influencia sobre la regulación

This article presents the results of a recent research project on the regulation and the social debate in Spain and the European Union in the area of genetically modified organisms, an important technology in the field of genetic engineering. The results show the way in which the different social actors attained decisive influence on decision making in the regulatory process of this technology. The conflict between the actors left its mark on the development of the technology and its markets. It could be observed how underlying world visions about the role of technology in modern society guided the actors' opinions and actions which points to the fundamental difficulties of solving the conflicts in relation the modern technology. Even a more participatory decision making process would have to face those limitations.Este trabajo presenta los resultados de un proyecto de investigación sobre el proceso de regulación y el debate social en España y la Unión Europea en relación con los organismos modificados genéticamente, una rama de la ingeniería genética. Los resultados muestran cómo los diferentes actores sociales llegaron a tener una influencia clave sobre la toma de decisiones en la regulación. Tanto el desarrollo de la tecnología como la conformación de los mercados para sus productos fueron marcados por el conflicto entre actores, a cuyo enfrentamiento subyacen cosmovisiones profundas sobre el papel de la tecnología en la sociedad. Este resultado indica la dificultad fundamental de resolver los conflictos sociales alrededor de la biotecnología, incluso con la utilización de métodos participativos en la toma de decisiones
