La enseñanza primaria en España entre 1846 y 1856: apuntes de estudio

The orthodox liberals inherited from the Enlightenment thinkers their faith in the modernization of Spain by way of the state education. The Constitution of 1812, which indicated clearly the way, as well as the Report of 1813, which perfected the former, were an accurate example of this belief.The coming to the throne of Ferdinand VII (1814-1833) held back the possibility of attaining this aim -except for the Liberal Triennal Period (1820-1823)-, when the Cortes passed the General Regulations of State Education, which legalized the Report of 1813; but the Elizabethan monarchy (1834-1868) was going to allow its development.Nevertheless, in 1856 -the date to which we have limited ourselves in our research- Spain presents an extremely poor state with respect to culture: the illiteracy rate goes beyond 81%, half of the schoolchildren population are without schooling, 42'3% of school teachers have not obtained a specific degree, and more than 60% of the schools are not provided with appropiate technical nor architectural material.Los liberales ortodoxos heredaron de los ilustrados la fe en la modernización de España por medio de la instrucción pública. La Constitución de 1812, señalando con claridad el camino, y el Informe de 1813, completando y matizando ésta, eran el fiel exponente de dicha creencia. El entrenamiento de Fernando VII (1814-1833) impidió la posibilidad de poner en práctica este ideal -con la salvedad del Trienio Liberal (1820-1823) donde se aprueba en Cortes el Reglamento General de Instrucción Pública que daba forma legal al Informe de 1813-; pero la monarquía isabelina (1834-1868) iba a permitir su desarrollo. Sin embargo, en 1856 -fecha límite de nuestro estudio- encontramos una España culturalmente deprimida el índice de analfabetismo supera el 81%, la mitad de los niños en edad escolar están sin escolarizar, el 42'3% del profesorado de instrucción primaria no posee titulación específica, y más del 60% de las escuelas no tienen el material técnico y arquitectónico adecuado. Los liberales españoles, pues, con el devenir del tiempo y con el engrosamiento de sus filas de elementos procedentes del absolutismo -pseudoliberales-, habían ido perdiendo, como dice M. de PUELLES, el 'pathos' por la educación, y lo habían trasladado, como afirma M. ARTOLA, 'al inundo de los negocios y de la prosperidad económica
