These notes are significant for two main reasons : First, they provide a great deal of substantive information on the Laotian Revolution, the Vietnamese role in it, and Vietnamese techniques of dealing with peoples of different nationality and culture . Second, they present the Vietnamese and Laotian revolutions as described by Vietnamese cadre leaders to other insiders not the masses
