EFFECTS OF STRATEGIC PLANNING ON EMPLOYEE PERFORMANCE ON GOVERNMENT PARASTALS IN KENYA: A CASE STUDY OF KENYA CIVIL AVIATION AUTHORITY.

The project explored the effects of strategic planning on employee performance with the case study of Kenya Civil Aviation Authority located at Jomo Kenyatta International Airport. The problem statement examines the strategic planning steps including organization’s corporate purpose, scanning environment, identification of strategic issues, strategy choice and setting up implementation, evaluation and control systems that have not been studies by any other known study. The research objectives that form the variables studied and the research questions to be answered by the study are; setting objectives, communication, organization structure and performance review on employee performance. The study was important to the management of Kenya Civil Aviation Authority, the policy makers in the aviation industry and the future researchers who identified gaps from the study and anchor on their studies. The participants targeted in the study were 188 employees of Kenya Civil Aviation Authority. The study was limited to KCAA head office due to limited time and financial resources to extent the study to other branches. The theories that the study was premised on are; The Behavioural Theory and provides detailed observation of the ways in which organizations make these decisions and the Resource- Based Theory which at business level is used in explorations of the relationships between resources, competition, and profitability including the analysis of competitive imitation, the appropriability of returns to innovations, the role of imperfect information in creating profitability difference between competing firms, and the means by which the process of resource accumulation can sustain competitive advantage. The variables in the empirical literature were reviewed and gaps identified. The study adopted a descriptive research design and target 188 respondents and used a random sampling technique. Questionnaires are the research instruments and analysis used SPSS for authentic. The study recommendations on setting objectives postulated that organization should set up the objectives on the strategic planning that are tangible to ensure there is effective performance of the organization. The communication practices to be considered by the organizations during strategic planning so as not to affect the implementation of the strategy that is important in the performance of the organization. It is important for an organization to establish the situations in which organizational structure affects the strategic planning positively and when it affects it on a neutral ground so as to have the right strategy that facilitates organization performance. Organizations should use strategic planning in the setting up of performance review criteria that determines the performance of the organization
