Sudan has experienced conflict and war since gaining independence from Great Britain in 1956. This thesis will focus on the second civil war that began in 1983 and ended with the signing of the Comprehensive Peace Agreement in 2005, and the roles certain non-governmental organizations, humanitarian aid groups, played in that conflict. In examining two Norwegian organizations, Norwegian Church Aid and Norwegian People\u27s Aid, the United Nations negotiated umbrella organization Operation Lifeline Sudan, and USAID, there is little that is clear cut and unambiguous about the consequences of the involvement of these four NGOs in that war.
