This paper proposes an effective rate control scheme, the Composite Rate Control Scheme (CRCS), for MPEG compressed variable bit rate video sources in ATM networks. The scheme controls the rate at which traffic is submitted to the network depending on the congestion status information provided from the network. A congestion notification mechanism which was proposed for rate control of available bit rate traffic to the ATM Forum is utilized. The simulation results show that our control scheme achieves a low output link buffer occupancy, resulting in smaller cell delay variation for video connections.
