Discusses the development 'from above' and development 'from below' approaches to regional planning. Examines the theoretical bases of both approaches. Considers a series of case studies from Asia, Africa and Latin America of both capitalist and socialist countries examining the uses of the different mixes of development and their effectiveness in reducing poverty and inequality. Conclusions are drawn and acceptance of new development paradigms is urged. -C.Gor
