This report contains three sections. Section I presents a brief summary of Washington County’s history, followed by an analysis of Washington County’s population that evaluates selected demographic characteristics such as age, educational attainment, poverty, and family composition. Section II examines the sources of income for Washington County residents and analyzes the county’s economy at the sector and sub-sector levels over the 1970-1996 period. Section III reviews economic base theory and its relevance to economic development and summarizes current initiatives to stimulate Washington County’s economy
