The Office of Innovations was created in 1987 by University of Maine President Dale W. Lick with Owen Gaede serving as its director. The Office later merged with the Instructional Systems Center becoming the Office of Innovation & Communications & Instructional Technology. The Office had a broad charge to assist in the planning and introduction of new technologies both on campus and throughout the state including those that would support instruction and presentations. Most of its initial activity was spent on implementing the NovaNET System in the state. NovaNET was a development of the University of Illinois and was used in computer based education.
