Some scholars argue that there was no reverse course. Those who contend that there was a reversal in policies do not agree on what may have been the prime factor responsible for the occupation reversing its course vis-a-vis Japan. What I will examine first is the argument that there was no reverse. Then, I will examine the various theories that attempt to explain what may have been the causes behind this reverse course
