This paper focuses on exploring environmental inequality in the placement of hazardous waste facilities. By looking at previous studies and improvements made on the subject, this paper seeks to outline an ideal empirical model and apply it to a city case study for San Bernardino which could be used by future researchers. This paper concludes that because of varying results in previous studies there has been little consensus on whether injustice problems are occurring. However, inclusion of spatial analysis has provided accuracy to the issue, which will hopefully lead to a stronger results and policy changes in the future
