This literature review explores the history, viewpoints, theoretical frameworks, and themes in literature of early literacy in the United States. It also discusses legislation on this topic, such as No Child Left Behind (NCLB) and the Every Student Succeeds Act (ESSA). Literacy in ages birth to three has been a long time educational issue.
