This report summarizes the preliminary design for the Ocean Thermal Energy Conversion (OTEC) Demonstration Plant project. The scope of Phase I was the conceptual design of: (1) full sized power system module; (2) scaled (5 MWe nominal) proof of concept power system; and (3) 1 MWe heat exchanger test article.
