The purpose of this paper is to give an overview of the role of radiation in the transport of energy and momentum in a combined matter-radiation fluid. The transport equation for a moving radiating fluid is presented in both a fully Eulerian and a fully Lagrangian formulation, along with conservation equations describing the dynamics of the fluid. Special attention is paid to the problem of deriving equations that are mutually consistent in each frame, and between frames, to 0(v/c). A detailed analysis is made to show that in situations of broad interest, terms that are formally of 0(v/c) actually dominate the solution, demonstrating that it is essential (1) to pay scrupulous attention to the question of the frame dependence in formulating ...
