A study of wide variety of processes for making plastic foams shows that phase separation processes for polymers from solutions offers the most viable methods for obtaining rigid plastic foams which met the physical requirements for fusion target designs. Four general phase separation methods have been shown to give polymer foams with densities less than 0.1 g/cm/sup 3/ and cell sizes of 30..mu..m or less.
