This study explores the relationship between middle manager motivation and information technology (IT) service transformation in the public sector. The pace of IT service transformation in the public sector, and specifically the U.S. Army, is slow compared to the lightning-fast pace of warfighting operations or the incredible rate of change in information technology. Middle management plays a key role in organizational change (Mintzberg, 1979). Executives in the private sector often use extrinsic rewards to motivate employees to facilitate transformational change. However, extrinsic rewards are severely restricted in the public sector.
