Optimal flow control protocols that satisfy Grade Of Service (GOS) requirements and fairness criteria are developed for ATM networks in this dissertation. We use network power as the network-wide performance measure and determine link throughputs for each Group of Virtual Circuits (GVC) that maximize it. A novel node-oriented approach consisting of a forward propagation phase and a backward propagation phase is proposed. The forward propagation phase updates and propagates data from the source nodes of a GVC to the destination node to determine the optimal throughput for the destination node.
