The objectives of this study were (l) to analyze the operation of general bankruptcy procedure as used by farmers (2) to appraise the effectiveness of section 75 of the United States Bankruptcy Act as a relief measure and of the Frazier-Lemke Act in particular; and (3) to evaluate the bankruptcy experience of farmers in North and South Dakota from 1928-1953, in regard to the development of effective farmer-debtor relief legislation. It is generally agreed that farmers are very vulnerable to price, income, and weather fluctuations.
