Objectives of the 1938 Agricultural Conservation Program – The Agricultural Adjustment Act of 1938 authorizes features of the 1938 program which are designed to stabilize and improve the income of farmers. Farm incomes in South Dakota are adversely affected both by years of excessive production and years of short crops.
