Citizenship programming for 4-H was the topic for two workshops held at the annual convention of the 4-H Leaders Association in Mitchell, South Dakota on February 13, 1981. This paper describes insights and plans offered by the fifty-seven 4-H leaders and Cooperative Extension Service field and state staff members who participated in the workshops.
