To investigate the research questions for the study, both analysis of existing district data and a quantitative method to isolate educator concerns, the Stages of Concern Questionnaire (SoCQ), were used. This study looked into a constant dilemma faced by American educators: the implementation of an innovation without an adequate vision or attention to such a vision after implementation in order to address all aspects of the implementation process.
