Mr. HOLMAN, from the Committee on Appropriations, submitted th& following REPORT: [To accompany H. R. 7520.] In presenting to the House the bill making appropriations for the, sundry civil expenses of the Government for the fiscal year 1893, the Committee on Appropriations submit the following in explanation thereof: The regular estimates upon which the bill is based will be found on pages 165-178, 180-195, 201-208r '215-236, and 248-261 of the Book of Estimates for 1893, and aggregate $35,183,955.91. The whole amount recommended in the bill is $25,157,787.27, being $10,026,168.64 less than the estimates. · The sundry civil appropriation act for the fiscal year 1892 aggregated in specific sums $37,410,363.99, and in addition carried indefinite amounts, now estimated by the Treasury at $985,000, to pay certain audited claims, making in all $38,395,363.99, or $13,237,576.72 more-than is recommended in the accompanying bill. The following limitations touching certain branches of the public service for which appropriations are recommended, and not heretofore imposed, are contained in the bill, namely: On page 4, in connection with the appropriations for repair and: preservation of public buildings, the following: That of the sum hereby appropria,ted, not exceeding $10,000 may be used, in the dis-cretion of the Secretary of the Treasury, in the employment of superintendents and others, at a rate of compensation not exceeding, far any one person, $5 per day; nor shall there herea.fter be paid more than $5 per day to any person employed outside-of the District of Columbia in any capacity whatever whose compensation is paid • from appropriations for public builcliug& in course of construction. On page 6, in connection with the appropriation for supplies of light-houses, the following: That all articles imported for the use of the Light-house Estaulishment shall be-admitted without the payment of clnties. Alaska Territory, construction and repairs of buildings: Attention is respectfully requested to the statement made in the report of the Supervising Architect, 1891: Alaska Territory, Mary Island and Sand Point: Contracts have been made for the erection of a custom house at Mary Island 3:nd Sand Point, and work is being prosecuted with a prospect of early comf!le-t10n. , Alexandria, La., post-office: A site has been secured for this building, but further action in regard to mak-ing payment therefor must be deferred in accordance with the law until the State shall have by act ceded jurisdiction over same. · By reason of certain complica-tions which have arisen, no definite conclusi_on has been reached in regard to the selection of a site for this building. Asheville, N. C., court-house and post-office: The work on this building is practically completed, and invitations for pro-posals will shortly be issued for the supply of the heating apparatus. Work-ing drawings are now being prepared with a view to placing proposals on the market at an early date. Atchison, Kans., post-office : A site for this building has been secured and the purchase money paid. The preparation of the working drawings is receiving consideration, with a view to securing proposals for the work at an early date. Atlanta, Ga., court-house and post-office: The financial statement refers only to appropriations which were made for the enlargement and improvement of this building, and the work is now practically completed, excepting some minor items in connection with the extension of the heating apparatus. Auburn, N. Y., post-office, court-house. etc.: This building has been completed and occupied for some time, and with the balance remaining available it is the purpos~ of this office to provide a mailing shed and fit up the attic for the grand and petit jury rooms. Aurora, Ill., post-office : Payment of the purchase money for the site for this building has been made, and the working drawings will be completed and proposals invited for the supply of the work at an early date. Baltimore, Md., post-office, court-house, etc.: The_ work upon t~e building proper is completed, and the building has been occup_ied for some time. For the reasons stated in the report of the Supervising Architect for 1 91 work on the approaches can not be completed until the re-moval of the old court-house building. Bridgeport, Conn., post-office: The work on this building, including heating apparatus, is nearly completed, and it is expected that within the next three weeks will be occupied by the vari-ou Federal officers. Brooklyn, N. Y., post-office, etc.: The work on this building is nearing completion, and it is expected that occu-pation of the two floors for the post-office will be secured before the close of Feb-ruary. The heating apparatus is supplied and available for heating the build-ing and action will be taken in regard to securing elevators, mail lifts, etc., within the next thirty days . . Brownsville, Tex., court-house, custom-house, and post-office: A contract is in force for the erection of this building, including approaches, and exce.pting the heating apparatus; and the amount outstanding under this contract 18 included in the appropriate column. It is expected that this build-ing will be completed during the summer of 1892. Buffalo, N. C., custom-house wharf: The work on the north pier is practically completed, and that on the south pierhead, 'bridge, etc., is being prosecuted, and the amount of any outstanding liability under contract for the work is included in the appropriate column. Charleston, S. C., post-office, court-house, etc.: Contracts are in force for the masonry and iron work of this building, and an amount equal thereto is included in the appropriate coiumn. Charleston, W. Va., post-office, court-house, etc., extension: The original building has been completed and occupied for some time, and work on the extension also finished and the quarters occupied. Charlotte, N. C., court-house and post-office: The work on this building, including a heating apparatus, is completed and the building has been occupied for some little time. Chicago, Ill., appraisers' stores: This building, including heating apparatus and approaches, is completed and has been occupied for some little time. Chicago, Ill., custom-house and subtreasury (repairs): This building has been occupied for some years; but in view of the character of the foundations much expense has been caused in making repairs, etc., from time to time as amplified in the report of the Supervising Architect for 1891. Chicago, Ill., marine hospital, approaches, and breakwater: · This work is the result of appropriations extending over some few years, each appropriation contemplating certain specified work, which has been completed without delay. The work under existing contract for extension of breakwater and approaches is well advanced, with every indication that as soon as favorable building season opens, all work provided for will be completed. The amount due under existing contracts is included under the appropriate column. Chicago, Ill., Government Building, World's Columbian Exposition. Contracts have been made for all the piling, carpentry, joinery, constructive iron work, roof covering, plumbing, etc., complete, and at the present time most satisfactory progress has been secured in the supply of framing, etc., and at the factories the constructive iron work is ready for shipment. There is every indi-cation that the building will be entirely completed about August of the present year. The liabilities under the contracts referred to are included in the ~ppro-priate column. Clarksburg, W. Va., court-house, post-office, etc.: All work has been completed, and the building has been occupied for some time. Clarksville, Tenn., post-office: As no appropriation was made for this building no action could be taken look-ing to the securin.!!' of a site and the commencement of operations. Cleveland, Ohio, custom-house: This building has been occupied for some years, but it was found necessary, however, to undertake ~rtain repairs which formed the basis of Congressional legislation, and the work as appropriated for has been completed. Columbus, Ga., post-office: A site for this building has been secured, but the purchase money has not yet been uaid. Dallas Texas, court house, post-office, etc.: The amount shown as the limit of the cost of this building and site, includes all legi lation in regard to the original building, and also the appropriation ap· prov d March 3, 1891, for enlarging improving and completing the building. The sketch plans and estimates for the extension have been approved, and work-ing drawing have been prepared as a basis for invitations for proposals for the work of con tructiori. Danville Ill., post-office: A site ha been secured for this building, but the purchase money has not yet be n paid. Davenport Iowa, post-office: A site for this building has been secured and the purchase money paid. Con-sideration is now being given to the preparation of ·sketch plans and estimates as required by law. Dayton Ohio, post-office, etc.: Work on this building, including heating apparatus and approaches, is com-pleted and the building is now occupied. Denver Colo., court-house, post-office, etc.: Contracts have been made for the erection and completion of this building, including interior finish, and excepting heating apparatus. Detroit, Mich., court-house, post-office, etc.: The stone and brick masonry of the basement and area walls is completed and the first tier of beams in place. Con tract has been made for the masonry of the superstructure, the work to be completed within twenty-six months from Octo-ber 31, 1891, and outstanding liabilities under this contract are included in the appropriate column. It is proper to state in connection with the appropriation for this building that while the limit for site and building is $1,500,000, the first appropriation made on account of the new building was the balance remaining available from appropriations previously made for a building projected on an-other site, and reference in this connection for explanation will be made to the financial statement in the report of the Supervising Architect for 1891. Duluth, Minn., court-house, custom-house, and post-office: Work is now being prosecuted under the provisions of a contract for the .exca-vation, stone and brick masonry, iron floors and approaches, providing for com-pletion of the building within eighteen months from August 17, 1891, and as the work advances proposals will be invited for the supply of the interior finish. Eastport, Me., custom-house and post-office: The walls of the superstructure and iron work of floors, ceilings and roof con-struction are now all completed, and any liabilities under contracts therefor .are included in the appropriate column, Bids will be opened shortly for the supply of the interior finish, and contemplating the completion of the building in ac-cordance with invitations now on the market, at the earliest date. Ellis Island, New York Harbor, improvement for immigration purposes: The work under contract for the improvement of this island is now practically completed, and it is probable that the island will be used for the purposes in-tended within the next few days. El Paso, Tex., custom-house, post-office, and court-house: Contracts are in force for the erection and completion of the superstructure, excepting heating apparatus, elevators: and approaches, and the outstanding liability under this contract is included in the appropriate column. The roof is now being covered, and the contract provides for completion September 1, 1892. As the work proceeds, proposals will be invited for the supply of the heating apparatus, elevator, and approaches. Emporia, Kans., post-office: A site_ has been secured for this building, but t~e purchase _money has not yet be')n paid. An amount equal thereto, however, 1s included m the appropriate column as an outstanding liability. In this connection, however, it is appropri-ate to state that Congress has not authorized the erection of any building at this plae. The difference between the net estimate for 1892, or $530,000. and the net, Asti mate for 1893, or $452,000, is only $78,000, while the reduction on acconnt of tJrn change in the method of printing is stated to be $136,770.20. ,This apparent dis-crepancy is accounted for by the difference in the amounts to be provided in the two years by the appropriation for Treasury notes, which is $31,851.10; by an increase of $16,580.13 in the rates paid for certain classes of plate printing, which were slightly raised for the reason that the old rates were deemed insufficient, and by an actual increase in the volume of work to be done of 922,790 impressions, costing $10,338.97, making in all $58,770.20. Taking the estimates for materials and miscellaneous expenses in the same way, it is seen that the aggregate ~stimate for 1892 was $215,878.75. Of this amoun_t there was to be provided from the appropriation for Treasury notes $34,705.57, leaving to be appropriated directly by Congress $181,173.18, or in round numbers, $181,000. For 1893 the aggregate estimate is $224,193, and of this amount there is to be provided from the appropriation for Treasury notes only the sum of $20,624.19, leaving $203,568.81, from which is to be deducted the net saving on account of the change in the method of printing, amounting to $19,485.55, leaving to be appropriated directly by Congress $184,083.26, or in round numbers, as submitted in the estimates, $184,000. The difference between the net estimate for 1892, $181,000, and the net estimate for l !:!98, $184,000, is $3,000, which is fully accounted for by the increase in the amount of work to be done. The differences between the amounts appropriated for 1892 and those in tbe book of estimates for 1892, page 198, are accounted for by a change in the estimate of the Treasurer of the United States reducing the quantity of 'l'reasury notes for the year from ?,500,000 sheets to ?,000,000 sheets. This change was fully explained to' the committee at the last session of Congress. It will be seen from the foregoing statement of contracts awarded that the sum of $6,176 of the "reserve fund" was apparently not contracted for. Said amount, how-ever, is available for the payment of the actual mileage of executed surveys under awarded contracts where the same is found to be in excess of the original "estimated liability" thereof, which frequently occurs.
