The primary function of the comprehensive plan lies in its utility as a general guide for the Planning Board, township officials, and Springfield's citizenry as to the future growth and development of the township. The forces of growth and change are seen everywhere; the need for new schools, parks, and playgrounds; the need for expansion in the downtown area; the growth of the industrial sector along Route 22; and the proposed construction of Interstate Route 78 and the Route 24 Freeway. Each of these elements are of vital concern to every resident of Springfield. It is therefore of prime importance that new development and programs for improvement be carefully woven into a sound physical framework consistent with the township's long-range goals and objectives. As a guide, however, the master plan should be considered part of a continuing planning program, subject to constant review and periodic change as new development requires such change
