Open space capital program 1973-1978

The Delaware Valley Regional Planning Commission,as the name implies, is responsible for metropolitan comprehensive planning and for maintaining a regional forum to coordinate actions of member governments and localities. The regional comprehensive planning process follows a logical sequence from the identification of problems to the continued refinement of recommendations for action. It is important to note that as recommendations are refined, work progresses to more advanced levels of planning which requires increased resources for data collection, analysis, development of alternatives, evaluation, programing and coordination. The detailed project-by-project planning required for capital programing, as well as detailed fiscal resource analysis, is ideally addressed in the later stages of the planning process. The latter analysis includes consideration of both local and non-local fiscal resources. The provision of local funds for achieving open space objectives is the responsibility of counties and localities, The availability of state and federal grant-in-aid funds to help meet open space and recreation needs is of particular concern to regional planning
