This study analyzes the possible relationship between municipal zoning practices and housing production in New Jersey, which has been debated and speculated upon by academic, private and governmental interests within the state. To date, this debate has lacked a satisfactory data reference from which the precise nature and extent of the relationship might be discovered. This need for accurate information has prompted the Division of State and Regional Planning of the New Jersey Department of Community Affairs to undertake this zoning study.
