This is the fourth of a five-volume study prepared for the New Jersey Pinelands Commission by Ross, Hardies, O'Keefe, Babcock & Parsons. The purpose of the report is to describe and provide a preliminary analysis of land planning and management techniques which have been used, or proposed, in this and other countries. This report serves as a basis for later elements of the Ross, Hardies work program in which, following an additional data-gathering stage, Ross, Hardies will work with the Commission and its staff to narrow the range of planning and management techniques which merit the Cornn1ission's consideration and will, as its final work product, draft specific legislation and regulations designed to achieve the goals and purposes of the ...
