Hudson River Waterfront Study, Planning and Development Commission Final Report September 1980

The Hudson River Waterfront Study, Planning and Development Commission, formed by Governor Byrne in 1979, prepared this report on the basis of public hearings and written comments, a review of the extensive literature on the Hudson River waterfront written by other agencies, and its own deliberations. Findings include: environmental degradation and automobile congestion as deterrents to new development; desire for waterfront parks; and lack of coordinated effort to attract potential new development or to preserve and enhance environmental and cultural resources in the region. The Commission approved both a Regional Authority Recommendation and Policy Recommendations. Other contents include: description of the waterfront; issues, such as public access, industry, and transportation; management of the waterfront; and appendices.This report was prepared in part with financial assistance from the National Oceanic and Atmospheric Administration, Office of Coastal Zone Management under the provisions of Section 305d of the Federal Coastal Zone Management Act (P.L. 92-583 as amended).Purpose: To present the findings of the Hudson River Waterfront Study, Planning and Development Commission
