The vision of the Harbor Estuary Program is to establish and maintain a healthy and productive harbor ecosystem with full beneficial uses. To work toward this vision, this Plan focuses on protecting, restoring, and enhancing habitats, and developing management strategies to prevent pollution and reduce contamination. This Plan also focuses on the formation of public/private partnerships that would coordinate with geographic plans to protect and restore the environment.Purpose: To provide information on the protection and environmental improvements of harbor ecosystems
