Ocean County Concept Plan

This report provides a land use framework for Ocean County's 208 water quality management program. The Concept Plan is based on an analysis of (i) the natural features of the county, (ii) the current development pattern, and (iii) regional factors which have a developmental influence on the County. A thorough consideration of natural features was considered particularly important because these are the very features which have made the County the fastest growing county in the State. The environmental implications of the inter-relationships between natural features and land development were also considered in terms of both air quality and water quality. The Concept Plan presented in this report is based in part on a synthesis of many studies prepared by the Ocean County Planning Board, as well as several important regional studies. Additionally, a comprehensive listing of County goals and objectives provided a structure within which three alternative conceptual plans could be developed. These three alternatives assumed a single year 2000 population (630,000 persons) for the County, but several distributive patterns were assumed: (i) Trends, (ii) Bi-Nodal, and (iii) Satellite.Each of the alternatives were reviewed and the advantages, disadvantages and environmental implications of each were considered.
