The New Jersey Department of Environmental Protection is taking steps to fully implement the numeric water quality criteria for total phosphorus as necessary to insure that surface water quality standards (N.J.A.C. 7:9B) are achieved. This guidance manual is for use by NJPDES Discharge to Surface Water (DSW) Permittees, consultants and other interested parties who may be conducting a limiting nutrient analysis and a 'render unsuitable for uses' analysis for total phosphorus, when offered these options as part of a compliance schedule contained in a Final NJPDES DSW Permit
