In 1976, stimulated by the discovery of broad range PCB contamination of fish and sediments on the upper Hudson River in New York State, DEP instituted a program to conduct a comprehensive survey of possible PCB contamination of finfish and shellfish both within the lower Hudson River and throughout the state. Since then the 'PCB Project' has caught fish annually and analyzed them from Aroclor 1254, the most persistent and toxic mixture of polychlorinated biphenyls.
