The photo more than likely was taken a minute or two after the other photo and from another angle. The man in the center of the hand car is holding the flag of the Red Cross, just as in the other photo. The refugees are mostly women and children. Some men follow the car on foot. The man jogging to the side of the group was also featured in the other photo as was the boy/man with the bicycle. Behind the hand car is a train of the Nor-Oeste de Mexico line.
