Cet article examine les politiques publiques de peuplement de la Caroline du Sud au prisme de la servitude sous contrat et de l’esclavage à l’époque coloniale. Il montre en particulier combien le développement de la pratique de l’esclavage détermine les politiques publiques du territoire en matière d’émigration et de défense.
