Thirty-five years ago urban renewal programs did not think about historic preservation of older cities. Instead, many older buildings were torn down and replaced by modern buildings or older buildings had more modern materials applied to their exteriors to create a modern appearance. In recent times, people have started to view urban renewal as historically preserving older buildings. In many cases, the modernization of these older buildings has been directed to the more well-to-do people of a city or town. Not until urban developers include low-income people into the plan, will there be true citywide success of historic preservation.
