Upon the signing of the Oslo Accords, the international community was committed to significantly boosting financial aid to the Palestinians, with an explicit desire to support the peace process. The creation of favorable conditions were then desired to enhance (economic) interests, respective and mutual, of the two belligerents (and more generally of other actors in the region), which serve as foundations for peace. The outbreak of the 2nd Intifada caused disillusionment among the architects of this process, especially in regards to the scope of the benefits of driven economic dynamics on peace efforts.
