Divisão do trabalho inovador: análise do papel do Estado na perspectiva dos organismos de apoio de Birigui-SP

The thesis' main objective was to analyse how the location, through their support and governance organisms, defines innovation, its realization in productive sectors and the difficulties to promote it and glimpses and appropriates the State's innovation policies, from existing institutional interactions in the territory. Among the specific objectives, it sought: (a) to develop a study on innovation and institutional interactions; (b) to list the major public policy innovation in Brazil between 2004 and 2014and the existing financial, technical and managerial support instruments; (c) to describe about the formation of the footwear's local productive arrangement -Birigui's LPA; (d) to list the support organisms in the footwear sector (LPA), and other productive sectors from Birigui -SP; (e) to analyze how the support and governance organisms perceive innovation, the State's action in the public innovation policies matter and the existence of interaction between the local and federal institutionalities. It was adopted as hypothesis the idea that the location, through their support organisms, does not have a consistent relationship with the federal institutionalities that promote and support innovation, in a systemic perspective, because the lack of efficient and effective communication between the State and the local in order to actualize innovation policies in the locality.O objetivo central da tese foi analisar como a localidade, por meio de seus organismos de apoio e governança, conceitua a inovação, sua realização nos setores produtivos e as dificuldades para promovê-la, bem como vislumbra e se apropria das políticas de inovação do Estado, a partir das interações institucionais existentes no território. Dentre os objetivos específicos, procurou-se: (a) desenvolver um estudo sobre inovação e interações institucionais; (b) elencar as principais políticas públicas de inovação no Brasil entre 2004 e 2014 e os instrumentos de apoio financeiro, técnico e gerencial à inovação vigentes; (c) descrever sobre a formação do Arranjo Produtivo Local calçadista -APL de Birigui; (d) elencar os organismos de apoio no setor calçadista (APL) e em outros setores produtivos de Birigui-SP; (e) analisar como os organismos de apoio e governança percebem a inovação, a atuação do Estado na questão de políticas públicas de inovação e a existência de interação entre o local e as institucionalidades federais. Adotou-se como hipótese a ideia de que a localidade, pelos seus organismos de apoio, não possui um vínculo consistente com as institucionalidades federais que promovem e apoiam a inovação, numa perspectiva sistêmica, pela falta de comunicação eficiente e eficaz entre o Estado e o local, de forma a efetivar as políticas de inovação na localidade
