Based upon local needs assessment data, review of the literature, and a survey of professionals in the field of children\u27s services, a design for the development of a community- based diagnostic and treatment network for services to emotionally disturbed children was formulated. Addressing the needs of a seven-county area in Southern Kentucky, the program plan defines the processes and procedures for the implementation of regional diagnostic, educational support, and technical assistance services as the initial step toward the establishment of a regional day treatment and residential center providing the full spectrum of special services to the emotionally disturbed youth of the target area.
