Strategi Pemenuhan Hak Anak Penderita HIV/AIDS di Kota Surakarta

The purpose of this research were to determine inhibiting factors and strategies to fulfill the rights of children living with HIV / AIDS in Surakarta city. The research method is as follows: This research used qualitative method with case study approach discrimination rights of children with HIV / AIDS in Surakarta. Sources of data used in this study are primary and secondary data. Data collection techniques used include: structured interviews and semi-structured, observation and documentation. The sampling technique was chosen by purposive sampling. Data validity test used is triangulation of source and triangulation technique. In the field analysis consists of three stages namely: data reduction, data presentation and data deduction. The results of the study are as follows: First, inhibiting factors for the fulfillment of the rights of children living with HIV / AIDS in Surakarta City include structural and cultural obstacles. Structural obstacles such as: 1. Perception of stakeholders; 2. Ineffective and efficient institutional unit performance; 3. Different levels of understanding related to prevention patterns, risk reduction and different handling in each District Work Unit; 4. Limited human resources in some agencies. Cultural obstacles such as 1. Non-permanent representation by the agency at a decision-making meeting; 2. Participation from related parties and the community is still minimal; and 3. Limited budget in fulfilling the rights of children living with HIV / AIDS in Surakarta City. Second, the strategy of fulfilling the rights of children living with HIV / AIDS in Surakarta, namely: family-based strategies and children with HIV / AIDS and the community. The macro strategy is known as 3 Zero 2030, namely: 1. Zero new HIV infection (not found HIV infection again); 2. Zero AIDS related death (no more deaths due to HIV / AIDS); 3. Zero discrimination (no more discrimination and stigmatization in people with HIV / AIDS), embodied in the following programs: 1. Provision of educational services, counseling, psychological examination, child counseling, rehabilitation, home visit and intervention; 2. Strategy Use For Antiretroviral (SUFA); 3. Socialization program to the community; and 4. Maternal and childbirth safety improvement programs for children in the womb. Keywords: Strategy, Fulfillment of the Rights of the Child, HIV / AID
