THE EFFECT OF LOCAL GOVERNMENT CHARACTERISTIC AND POLITICAL FACTORS ON EDUCATION BUDGET ALLOCATION OF LOCAL GOVERNMENT IN INDONESIA Zaenal Sekty Wijaya NIM: S431508040 This study aims to provide the empirical evidence related to the differences of proportion of the education budget allocation in a year when the regional election is held and two years earlier; and the effect of local government characteristic and political factors on education allocation of local government. The variables of local government characteristic consist of regional revenue, regional status, education level of regional head and the age of regional head, while the variables of political factor consist of the support of regional head’s political party and political party competition in Regional House of Representatives (DPRD). Data used in this study are secondary data with a sample of incumbent regional heads that held the regional election from 2010 to 2015 in Java, Bali, West Nusa Tenggara and East Nusa Tenggara. The total samples of local government obtained are 124 local governments. The hypothesis of this study is analyzed by using t-test and multiple linear regression test. The results showed that simultaneously all independent variables affect the local government’s educational budget allocation. The results of the t test can be concluded that the regional status, the education level of regional head, the age of regional head, political party’s support, and political party competition affect to the local government’s educational budget allocation, while regional revenue not affect the local government’s educational budget allocation. T-test conducted in this study also showed that there was a politicization of educational budget seen from the difference of the educational budget proportion within the years before the regional election was held and a year when it was held.
