PARTISIPASI MASYARAKAT DALAM PERENCANAAN PEMBANGUNAN DI DESA MLOPOHARJO KECAMATAN WURYANTORO KABUPATEN WONOGIRI

This study aims to looked at how level of participation the community in development planning in the villages and know barrier and driving factors of community participation in development plans in Mlopoharjo Village, so as to bring up symptoms that development in the Mlopoharjo Village classified as well in development result. Public participation in development planning absolutely necessary because the development determined other citizens would give a maximum development result. This is in accordance with Domestic Regulation Number 114 of 2014, on the guidelines for rural development, it was stated that rural development planning is the process of the stage of activity schemes the village involve bodies of consultation (BPD) community elements in participative to use and the allocation of the village resources in order to achieve rural development goals. This research carried out on Mlopoharjo Village, Wuryantoro District of Wonogiri. The research is qualitative study by approach case study. Data consists of primary and secondary data. Data obtained by means of interview, observation and documentation. The sample technique is purposive sampling and snowball sampling. Data validity done with prolonged time, triangulation data, make description of rich and solid, analysis negative case, and integration with a researcher. Analysis done to technique analysis of marshall and rossman. The quality of public participation measured the use of ladders participation belonging to arnstein consisting of 8 levels: 1) manipulation, 2) therapy, 3) information, 4) consultation, 5) placation, 6) partnership, 7) the delegation of power, 8) control the commu nity. The quality of public participation also grouped in : non-participation, tokenisme, and citizen power. Research results showed that the community participation in the village of mlopoharjo been implemented well on the RT level, hamlet, and villages. Public participation in planning the RT level was at the level of partnership, then public participation in planning the hamlet level was at the level of partnership, while public participation in planning the village level was at placation because the level of community control only up to the stage of proposing, they were not able to determine the development priority. The factor that encouraged the community was because there were opportunities given to they propose and factors needs. While participation factor inhibitors capacity of the human resources is limited, the existence of public figures who dominated, feeling they were represented by figure, java culture of pekewuh and manut, and ignorance of the community to convey their opinion.
