STRATEGI PENGEMBANGAN KESIAPSIAGAAN BENCANA MELALUI PEMBERDAYAAN MASYARAKAT (Studi Kasus Tim Siaga Bencana Berbasis Masyarakat di Desa Ngadipiro Kecamatan Nguntoronadi Kabupaten Wonogiri)

The purpose of this research was to describe the strategy for the development of community-based disaster preparedness Team (SIBAT) in doing disaster preparedness in the village of Ngadipiro as well as to know the internal and external factors that affect the development of the SIBAT Team. This research uses the Structural Fungsional Theory of Talcott Parsons. This researchis qualitative research with approach case studies. The informant is research coordinator for the field of PMI Wonogiri Regency, head of Ngadipiro Village, and the villagers SIBAT Team Ngadipiro. Enginerring data collection done by observation, interview and documentation. Sample retrieval technique was purposive sampling. Research location in the village of Ngadipiro Sub-district Nguntoronadi Wonogiri Regency. On triangulation of sources based on shared knowledge against the team of Ngadipiro village of SIBAT by category Ngadipiro Village Government and the people who live in the village of Ngadipiro. Data analysis technique with an interactive model of the Miles and the Huberman starting from the stage of data reduction, the presentation of data to the withdrawal of the conclusions. The results showed based on a history of disasters that occurred in the village of Ngadipiro, PMI Wonogiri Regency SIBAT formed a team consisting of 30 people Ngadipiro villagers. Several strategies have been conducted by a team of Ngadipiro village of SIBAT : 1. Carry out programs that have been created together with PMI Wonogiri Regency, 2. Hold activities such as socializing with the public, clean and healty life behavior, first aid training, training kitchens, waste treatment, cultivate the land, 3. Save the cost of the program to put cash into the Team SIBAT. AGIL concept can explain the conditions that occurred in the village of Ngadipiro. In particular, the society must adapt to an environment that is prone to disasters and make adjustments with the SIBAT Team in his village. PMI Wonogiri Regency formed a team of SIBAT aware public about disaster preparedness and emergency response disaster in his home environment. In addition, the found factors that affect the development of the team’s internal factors namely SIBAT be physical resourcesor infrastructure and also human resources. While the factor external is a condition of funding activities, socio-cultural environment, politics and goverment, as well as technology. Additionally the live how the Team SIBAT utilizing the facilities to develop the human resource capacity owned support disaster preparedness activities and conducted along Ngadipiro village community.
