We often found variety of complaints about bad administration services in many districts, whether licensing services or unlicensing services. The picture of administrative services are far from the form of ideal public services for citizen. Integrated Services District Administrative (PATENT) is a governmentimprovement effort in order to make an effective administrative services in the district, especially oncitizen administrative services such as Family Card, National Identity Card, and Birth Certificate.This study aimed to determine the effectiveness of the implementation of PATEN in District Kutoarjo views of aspects: (1) Achievement and (2) Satisfaction Target Group. Implementation of PATEN also affected by several factors, such as: (1) Human Resources, (2) Awareness People, and (3) Infrastructures. This research is qualitative descriptive research. Data sources of this research uses interviews and documents of PATEN. Informant determining technique uses purposive technique. Technique of data validity uses data triangulation. Technique of the data analysis uses interactive analysis model. The results of this research, shows that the implementation of PATEN in District Kutoarjo on the citizen administration services give good results within some differences with the administration services before, there are the easy availability of information from districts, providing a database which facilitates the storage of data, and public participation began to increase. The results showed that the implementation of PATEN are effective based on aspects: (1) Achievement shown by the administrative services to be closer, convenient, and have certain quality; and (2) Satisfaction Target Group shown by the lack of complaints and feedback through service complaints. The implemetation of PATEN also affected by several factors, among others: (1) Human Resources with appropriate placement capabilities and employee participation in education and technical training to increase the capacity PATEN performance; (2) Public Awareness, some people began to independently take care of population administration and actively seeking information existing services in the district, and (3) Infrastructures, as supporting the implementation of PATEN
