This research is a descriptive study using qualitative data consists of primary and secondary data. The data obtained by interview, documentation and observation. While the technique of taking informants by using purposive sampling and snowball. The results showed that the responsiveness of Social Service Manpower and Transmigration in protecting children displaced LKSA Panti Rahayu Ngawi still not optimal. It can be seen from: a) the ability to recognize the needs of abandoned children is still limited, because there are permasaahan in his own office. In addition there is a misconception of LKSA. b) ability to set the agenda and priorities for child protection services not in accordance with kebutujan displaced children and is only done by the LKSA alone. c) the development of neglected child protection program does not exist. Only a discourse alone. recommendations given to the department is to create, deliver, and explain the job description in detail to all fields, especially the field BANSOS and RESOS, change thinking UPT that they were not Dinsos, but partners to protect displaced children, Inviting piahk third, as supervisor Peksos Sakti Surabaya to shed light on who is responsible melinudungi duty and neglected children, to cooperate with the parties relating to the protection of abandoned children, such as the Department of Healty, the Department of Education, Police, and the Attorney General.
