Japan is the world's third largest trading nation, after the United States and Germany. Until now, Japan has been the only major industrialized country to have relied exclusively on multilateral organizations, such as the World Trade Organization (WTO),for trade liberalization. Frustrated by the slow progress in multilateral trade negotiations, Japan is quietly pursuing a parallel policy of negotiating bilateral free trade agreements. In October 2001, Japan concluded a free trade agreement (FTA) with Singapore, the first such bilateral agreement for Japan.
