Factors of change of the welfare state in the era of globalization: the cases of G. Britain, Sweden and Greece

Under examination are the factors that push welfare states to change, the limitations that arise in every effort to change, as well as the aim of the changes that finally do take place. The main goal is to bring together the point of view that sees institutions as the most crucial factor of change of the welfare state and on the other hand, consensus as a means of rational understanding of the players involved. Consensus can limit the effect of institutional constraints. Thus, large changes become possible. Under scrutiny are the pension systems and employment policies of Greece, Great Britain and Sweden.Διερευνώνται οι παράγοντες που ωθούν τα κοινωνικά κράτη να αλλάξουν, οι περιορισμοί που ανακύπτουν σε κάθε προσπάθεια αλλαγής, καθώς και οι στόχοι των μεταβολών που τελικά λαμβάνουν χώρα. Σκοπός είναι η σύζευξη, από τη μια, της θέσης που αντιλαμβάνεται τους θεσμούς ως τον κρισιμότερο παράγοντα αλλαγής στα κοινωνικά κράτη, και, από την άλλη, της συναίνεσης ως ένα μέσο ορθολογικής συνεννόησης των εμπλεκόμενων φορέων. Η συναίνεση μπορεί να ελαττώσει τη σημασία θεσμικών περιορισμών. Έτσι, μεγάλες αλλαγές καθίστανται δυνατές. Κάτω από το μεγεθυντικό φακό βρίσκονται οι πρόσφατες αλλαγές στα συνταξιοδοτικά συστήματα και στις πολιτικές απασχόλησης της Ελλάδας, της Βρετανίας και της Σουηδίας
