Under examination are the factors that push welfare states to change, the limitations that arise in every effort to change, as well as the aim of the changes that finally do take place. The main goal is to bring together the point of view that sees institutions as the most crucial factor of change of the welfare state and on the other hand, consensus as a means of rational understanding of the players involved. Consensus can limit the effect of institutional constraints. Thus, large changes become possible.
