Spatial drought estimation

In the last decades the study and investigation of environmental hazards has particularly increased due to the frequent recurrence of their extreme forms. Drought, which is included into those risks, causes great concern in a large part of the world population and for that reason the plans of its management are increased at all levels. In early 1980’s, only 3 states in the U.S.A. (New York, South Dakota and Colorado) had drought plans. Today, most states have already developed plans or are in the process of developing a plan. One of the main reasons for developing such plans is the enormous cost (financial, social and environmental) associated with the impact of this phenomenon. Drought is a complex natural phenomenon. It is acknowledged that the major cause of drought is lower than average rainfall. The rainfall deficit will have different impacts depending on other factors, including meteorological conditions, ecosystem type, and social and economic circumstances. A universally accepted definition of drought does not exist. Currently, there are four major types of drought (Meteorological, Agricultural, Hydrological and Socioeconomic drought impacts), which are broadly defined and agreed upon in the scientific literature (WMO, 1975; Alley, 1984, 1985; Wilhite and Glantz, 1985; White, 1990). Drought is certainly the costliest of all natural disasters. From 1991 to 2000, drought was responsible for more than 280,000 deaths and has costed tens of millions of dollars in damages. The areas, which are occasionally suffered from drought worst dry-spell, are the Southern Europe, North America, Africa (Sub Sahara) and the South East and Central Asia. The implications of this phenomenon are numerous and significant influencing a wide range of activities in areas where it occurs. For example, drought has serious consequences in the vegetation, causing significant reduction in its density and condition, mainly during the spring, in the region of Caspian Sea, in the West of India and in the most of the regions of Mongolia and China. Since 1991, nearly 15 million people in Ethiopia and 60% of the area of Kenya were hit by severe drought. In Afghanistan and Pakistan, the lack of rainfall in addition with the increase of temperature caused a significant reduction of vegetation, even in the winter period. In the U.S.A., the occurrence of drought is responsible for the reduction of crops production, pasture disappearance and the intense of fire in many areas (Source: ISDR-International Strategy for Disaster Reduction). For drought assessment several studies have been carried out, which mainly estimate the precipitation shortage and the water supply deficit (Keyantash and Dracup, 2002). These studies have focused on the development of drought indices for drought identification and quantification. There are several drought indices, based on ground measurements that measure how much precipitation for a given period of time has deviated from historically established norms. Although none of the major indices is inherently superior to the rest in all circumstances, some indices are better suited than others for certain uses. The traditional, conventional methods using surface data are normally readily available throughout the world (compared to other data types) and they are used to describe most of the basic drought characteristics (as magnitude, duration, frequency, severity), but they are unable to determine the spatial variability of drought, since they calculate drought only at a point level (weather station). With the development of remote sensing, spatial drought monitoring and assessment becomes possible. Remote sensing is an important tool for the detection of the spatial and temporal drought distribution at different scales. Satellite data can significantly contribute to monitor drought. The development of technology and the use of Remote Sensing and Geographical Information Systems expand the range of applications and research in many fields of science and offered a large amount of information, which could not be recovered by conventional methodologies. In Remote Sensing methods, special emphasis is given to agricultural drought, as the reflected radiation recorded by satellite sensors provides an indication of the vegetation conditions, type and density (Domenikiotis et al., 2004a). Steven and Jaggard (1995) classified the application of remote sensing to agriculture into three categories: a) land classification, b) mapping and monitoring of crop production and c) identification of stress in crops and vegetation. In most cases, vegetation stress is identified and monitored by the use of vegetation indices. A number of satellite drought-monitoring indices are developed based on Advanced Very High Resolution Radiometer (AVHRR) of NOAA (National Oceanic and Atmospheric Administration) polar-orbiting satellite series, MODIS (Moderate Resolution Imaging Spectroradiometer) and other satellite data. These indices are normally radiometric measures of vegetation condition and dynamics, exploiting the unique spectral signatures of canopy elements, particularly in the red and near-infrared (NIR) portions of the spectrum (e.g., Huete et al., 1997; 2002). Many surveys have been developed for the determination of water stress on crops, and thus agricultural drought, using satellite data of vegetation indices (Domenikiotis et al., 2004a; 2004b; 2005; Kogan, 2002, Tsiros et al., 2004). However, the identification of drought based on RDI index computed by satellite data, enables the assessment of hydro-meteorological drought, since it uses meteorological and hydrological parameters. For this reason, RDI is a fairly comprehensive index as it combines the simplicity of use and the successfully assessment and monitoring of the phenomenon. In this dissertation, RDI drought index is applied in the whole country of Greece based on Remote Sensing and GIS techniques, for the estimation of the drought spatial extent. This approach relies on two basic and very important innovations. First, a spatial drought assessment of Greece is carried out, the new drought index RDI is based on satellite data, and secondly, a classification and a generalization of this index is held, using Principal Components Analysis (PCA) and Cluster Analysis methods. The satellite data used are extracted from NOAA/AVHRR satellite images every 10days with a spatial resolution of 8x8 km², and they cover an extended period of 20 years, from 1981 to 2001, providing the opportunity to monitor the temporal and spatial drought variability in the region. RDI is estimated on monthly, 3-, 6-, 9-month and annual basis using Blaney-Criddle potential evapotranspiration, which seems more appropriate for the Mediterranean regions. The RDI results are successfully compared, in selected areas in Greece, with the PDSI Palmer index as well as RDI computed with conventional data, which are estimated in previous researches (Tsakiris and Vangelis, 2005; Tsakiris et al. , 2007; Kanellou et al., 2008b; 2008c; 2008d). In the final stage, the index values are analyzed using principal components and are categorized into basic classes using cluster analysis. This process leads into ultimate goal of this research, the use of this RDI index with satellite data for any data set and any study area, i.e. for any spatial and temporal coverage.Η μελέτη της ξηρασίας παίζει σημαντικό ρόλο στην αντιμετώπιση του φαινομένου αυτού και στη λήψη μέτρων είτε προληπτικών είτε κατασταλτικών. Ιδιαίτερα, η εκτίμησή της στις Μεσογειακές χώρες είναι πολύ σημαντική καθώς η ανάπτυξη της Γεωργίας στις περιοχές αυτές είναι αυξημένη. Η έξαρση ακραίων φαινομένων, όπως η ξηρασία, και η συχνή επανεμφάνισή τους προκαλεί επιπλοκές στις γεωργικές και διάφορες άλλες δραστηριότητες, με σοβαρές επιπτώσεις στην παραγωγή και κατά συνέπεια στον ευρύτερο οικονομικό τομέα μιας χώρας. Η ξηρασία ως φαινόμενο καθώς και η σύνδεσή της με άλλους το μείς και δραστηριότητες (π.χ. παραγωγή) στην Ελλάδα, μελετάται εδώ και πολλές δεκαετίες, με τη χρήση επίγειων αλλά και δορυφορικών στοιχείων. Το κυριότερο, όμως, πρόβλημα έγκειται στην ανάπτυξη μιας ολοκληρωμένης μεθοδολογίας, όσον το δυνατόν απλής και εύχρηστης, η οποία θα κάλυπτε χωρικά όλη την περιοχή, χρησιμοποιώντας ευρέως διαθέσιμα δεδομένα ενός μεγάλου μέρους των παραμέτρων που επηρεάζουν το φαινόμενο (μετεωρολογικών, υδρολογικών, γεωργικών) και μειώνοντας το κόστος της εφαρμογής. Τα εμπόδια αυτά είναι δυνατόν να παραμεριστούν με την επιλογή μιας κατάλληλης μεθοδολογίας για την ξηρασία. Η παρούσα έρευνα περιλαμβάνει όλα τα στοιχεία αυτά για μια ολοκληρωμένη εκτίμηση και παρακολούθηση του φαινομένου της ξηρασίας. Βασίζεται σε μια εκτεταμένη σειρά δορυφορικών δεδομένων θερμοκρασίας επιφανείας εδάφους και δείκτη βλάστησης του δορυφόρου NOAA/AVHRR, 20 υδρολογικών ετών, από το 1981 έως και το 2001, δίνοντας τη δυνατότητα ανάλυσης της χωρικής αλλά και χρονικής εξέλιξης της ξηρασίας. Ιδιαίτερα σημαντική είναι, επίσης, η επιλογή του Αναγνωριστικού δείκτη ξηρασίας (Reconnaissance Drought Index-RDI), ο οποίος είναι ένας εύχρηστος και ολοκληρωμένος δείκτης, και εκτιμά το φαινόμενο αυτό χωρίς αυξημένες απαιτήσεις σε δεδομένα. Επίσης, η δομή του δείκτη αυτού περιλαμβάνει μετεωρολογικές και υδρολογικές παραμέτρους, δίνοντας τη δυνατότητα της επιπρόσθετης χρήσης γεωργικών μεταβλητών, εφόσον υπολογιστεί με την εφαρμογή ανάλογης εξατμισοδιαπνοής. Στην παρούσα εργασία, ο δείκτης RDI υπολογίζεται με χρήση των δορυφορικών δεδομένων και της δυνητικής εξατμισοδιαπνοής Blaney-Criddle, βασιζόμενος σε μετεωρολογικά, υδρολογικά και γεωργικά στοιχεία της περιοχής. Ο υπολογισμός του δείκτη πραγματοποιείται ανά μήνα, 3, 6, 9 και 12 μήνες για όλη την Ελλάδα. Τα χαρακτηριστικά της ξηρασίας που εκτιμούνται βάσει του δείκτη αυτού συγκρίνονται με τα αποτελέσματα δεικτών ξηρασίας, οι οποίοι υπολογίζονται με επίγειες μετρήσεις, σε επιλεγμένες περιοχές του Ελλαδικού χώρου. Στο τελικό στάδιο της μεθοδολογίας αναπτύσσεται η Ανάλυση Κυρίων Συνιστωσών (Principal Components Analysis-PCA) καθώς και η Ανάλυση κατά συστάδες (Cluster Analysis) των τιμών του δείκτη RDI με δορυφορικά δεδομένα. Οι στατιστικές αυτές μέθοδοι συμβάλλουν στην ταξινόμηση και ομαδοποίηση των αποτελεσμάτων του RDI, προσδιορίζοντας περιοχές με παρόμοια χαρακτηριστικά και συμπεριφορά, όσον αφορά στο φαινόμενο της ξηρασίας. Η μεθοδολογία, όπως αναπτύσσεται στην Διδακτορική Διατριβή αυτή, παρουσιάζει καινοτομία και πληρότητα, και παρέχει τη δυνατότητα της ολοκληρωμένης παρακολούθησης της ξηρασίας στην Ελλάδα. Επιπλέον, παρουσιάζει δυνατότητα γενίκευσης καθώς μπορεί να χρησιμοποιηθεί για κάθε περιοχή και κάθε χρονοσειρά δεδομένων, για την εκτίμηση του φαινομένου
