A DISCRETIZATION, CONSISTING OF FINITE ELEMENTS AND A PARTIALLY IMPLICIT EULER SCHEME, FOR THE STATE APPROXIMATION, IN CONJUCTION WITH PIECEWISE CONSTANT CONTROLS, GIVES RISE TO DISCRETE NECESSARY CONDITIONS OF OPTIMALITY, (INCLUDING A GENERALIZED DISCRETE PONTRYAGIN MINIMUM PRINCIPLE) WHICH CARRY OVER IN THE LIMIT TO THE CONTINUOUS ANALOGUE. THE OPTIMAL CONTROLS OBTAINED ARE "RELAXED" IN THE SENSE OF J.
