In this paper, I will examine the road that led Texas to where it is now in Charitable Choice policies beginning with the federal act that got the policy started. I will also examine the two prongs of the Charitable Choice legislation, and explain their impacts in various case studies, which reiterate the lessons Texas learned from this policy, including: Charitable Choice is more rhetoric than reality, Charitable Choice causes preferential treatment to faith based organizations, Charitable Choice raises constitutional and legal questions, and Charitable Choice holds faith-based providers to a lower standard of patient health, safety, and quality control.Public Affair
