From Border Area into City Centre - Urban planning project in Vaasa, Etelä-Klemettilä

This Master of Science Thesis sets out plans for an urban renewal project in Etelä-Klemettilä area in Vaasa. The area in question is situated along a railway close to Vaasa city centre. The area is partly empty land, partly occupied by small industry, warehouses and large retail outlets. The railway forms the border of the area on the South-Eastern side and, in the North-East, the area borders with another light-industrial district. The narrow strip between these two borders is the area focused on in the project. The design task is to build mainly residential quarters. The design project was ordered by the city of Vaasa, and its most important source material is the municipal center strategy, and the analyses made for it. The redevelopment of the Etelä-Klemettilä area is defined as one of the most important projects of the city of Vaasa. The goals of the plan presented in this thesis are set, on one hand, by the city strategy, and on the other hand by the analyses of the author. The thesis is divided into two parts: the analysis and the design. The history of the area, as well as the relationship between different activities, space, city landscape and city planning are mapped in the analysis. The actual plan offers a solution taking into consideration the spacial features of the area and facilitating the continuation of the city centre on the other side of the railway.Diplomityössä esitellään maankäytön suunnitelma Vaasan Etelä-Klemettilään. Suunnittelualue on ydinkeskustan välittömässä läheisyydessä sijaitseva radanvarsi, joka on osittain rakentamatonta maata ja osittain pienteollisuuden, varastorakennusten ja tilaa vaativan kaupan käytössä. Alueelle halutaan toteuttaa pääasiassa asuntorakentamista, mutta siellä jo toimivien yrittäjien toimintaedellytykset halutaan säilyttää. Suunnitelma on tehty tilaustyönä Vaasan kaupungille ja sen tärkeimpänä lähtöaineistona on ollut vuonna 2013 hyväksytty Vaasan kaupungin keskustastrategia ja sitä varten teetetyt selvitykset. Etelä-Klemettilän täydennysrakentaminen on määritelty yhdeksi Vaasan kaupungin tärkeimmistä hankkeista. Tässä diplomityössä esitetyn suunnitelman tavoitteet on asetettu sekä keskustastrategian että tekijän oman analyysin perusteella. Työn analyysiosuudessa kartoitetaan suunnittelualueen historiaa sekä toiminnallista, tilallista ja kaupunkikuvallista suhdetta muuhun kaupunkirakenteeseen. Prosessiosuudessa määritellään työn päätavoitteet. Suunnitelmaosuudessa on pyritty luomaan kaupunkirakennetta eheyttävä ratkaisu, joka ottaa huomioon paikan erityispiirteet ja mahdollistaa elävän keskustarakenteen jatkumisen radan toiselle puolelle
